The utilization of the presidential declaration authorized by the Stafford Act for responding to local disaster by a local community involves directing federal agencies to assist the affected area. Although, the provisions of both may make them seem useful during the occurrence of a disaster, the reality, in my opinion, is the complete opposite. In their article for the Heritage Foundation (as cited in Bucci et al., 2013), the team explained that the performance of FEMA during the management of the crisis presented by Hurricane Katrina shows that both the Stafford and presidential declaration needs to increase the authority of the agency (p. 5). There is an immediate need to remove all the bureaucratic bottlenecks that hinder aid distribution. Contrary to feelings within federal institutions, the inadequacy of the resources required by federal emergency programs, in general, to enhance recovery during catastrophic events is the reason why it seems states are overusing the programs. According to Banks (2011), the essence of these programs is to supplement state resources and these local authorities will utilize this constitutional provision if they do not require them (p. 2).
