Homeland Security Presidential Directive (HSPD)-5 has had a significant impact on local disaster response. According to Haddow, Bullock, and Coppola (2014), the purpose of this was to improve the response to emergency incidents by implementing a cohesive approach (p. 196). Since its inception, emergency response agencies have worked to improve their communications, training, and equipment to provide for a more unified approach. Prior to this Presidential Directive, many emergency response organizations in neighboring jurisdictions did not have interoperable communications. This would have enabled the emergency responders to speak with each other during multi-agency, multi-jurisdictional responses with portable or mobile radios.
HSPD-5 was a directive that required agencies to collaborate on disaster preparedness, response, and recovery. According to the Office of the White House Press Secretary (2003), the National Incident Management System (NIMS) was the template to be used by all Federal, State, and local response agencies “to provide for interoperability and compatibility” (p. 282). This helped to improve operational gaps between agencies and improve response capabilities.
HSPD-5 should remain in effect as it continually promotes cooperation among all agencies. This includes the private and non-governmental organizations that have the capability to provide numerous resources, equipment, and personnel for emergency response. (200 words)
